Who we are
Rapid Response Chaplain Corps (RRCC) is a community-based chaplaincy organization dedicated to providing compassionate, ethical, and trauma-informed spiritual care in times of crisis, hardship, and transition. Our chaplains serve individuals and communities through outreach, crisis response, disaster support, and community partnerships—meeting people where they are with dignity, respect, and care.
A Professional Community Chaplain Corps RRCC operates with clear standards and accountability to ensure safe and effective service.
All RRCC chaplains:
- Complete structured orientation and foundational training.
- Serve within a defined scope of community-based chaplaincy.
- Adhere to a formal Code of Ethics and professional boundaries.
- Participate in ongoing training and continuing education.
Our chaplains do not provide clinical counseling but work collaboratively with community partners and licensed professionals when referrals are needed.

About Dr. Charlotte Joubert
Dr. Charlotte Joubert is a Christian humanitarian, ordained chaplain, registered nurse, and ministry leader whose calling is rooted in fulfilling God’s Great Commission. With over 45 years of experience in nursing and decades of ministry service, she has dedicated her life to bringing spiritual care, compassion, and hope to individuals and communities in crisis.
Dr. Joubert earned her Doctorate in Ministry from Destiny Christian University and is the founder and president of Rapid Response Chaplain Corps (RRCC), headquartered in Detroit, Michigan. RRCC was established to provide trained chaplains and spiritual responders during times of crisis, disaster, and community need. She has been a member of International Fellowship Of Chaplains and International Association of Chaplains.
Locally, Dr. Joubert served for more than seven years with I Am My Brother’s Keeper, a homeless ministry in Detroit’s Cass Corridor, under the leadership of the late Pastor Henry Covington and his wife, Pastor Annette Covington. Internationally, she has participated in medical missions, disaster relief efforts, evangelistic crusades, and prayer journeys across regions including the Caribbean, Central America, Africa, the Middle East, and Europe.
In response to the September 11, 2001 terrorist attacks, Dr. Joubert deployed to New York City with the International Health Service Foundation Disaster Response Team, where she served at Ground Zero and participated in prayer initiatives across key sites in the city of New York . Her media ministry includes a weekly television program on the Christian Television Network (CTN) in Metro Detroit and hosting “Serving God’s People” on Harvest Satellite Radio, broadcasting to parts of West Africa and the Middle East.

Global Disaster Response Training will be offered to those individuals who desire to travel with teams locally and abroad. Responding with compassion to critical needs during national and international disasters. Training non-health and health care personnel spiritually, emotionally, and intellectually through a 2-day (boot camp) extensive training. This class is not just open to Chaplains but anyone who has God’s heart for those stricken by tragedy.
Become informed of any Christian or Secular organizations that are involved in your community and what their needs are.
